Pa Gun Control Bills Pass Out of Committee For Full House Vote

In their entirety they cover a LOT of ground!

The bills approved by the committee include:
House Bill 1099 (Prime sponsors: Reps. Morgan Cephas and Malcolm Kenyatta): Prohibits the manufacture, sale, or possession of undetectable firearms, including 3D-printed weapons and those without serial numbers.

House Bill 1593 (Prime sponsor: Rep. Perry Warren): Closes loopholes by requiring background checks for all firearm purchases, including long guns.

House Bill 1859 (Prime sponsor: Rep. Jennifer O’Mara): Creates Extreme Risk Protection Orders, also known as “Red Flag Laws,” allowing courts to temporarily restrict access to firearms for individuals in crisis.

House Bill 1866 (Prime sponsors: Reps. Mandy Steele, Benjamin Sanchez, Johanny Cepeda-Freytiz): Bans devices that convert semi-automatic firearms into machine guns (e.g. Glock switches).

Here are the gun control bills that passed in the committee by party-line votes and were reported to the House floor:

HB 1099 (Undetectable Firearms) -- This bill would make it a 3rd degree felony to manufacture, import, sell, ship, deliver, possess, transfer, or receive a firearm made entirely of a non-metal substance. Undetectable firearms are a myth, and there should be no restrictions on the type of gun we should be allowed to make or own.

HB 1593 (Universal Registration Checks) -- This bill would outlaw the private sale of long guns unless you get government permission first. It would also set the stage for a registry in Pennsylvania for all firearms transactions, just like there is for handguns presently.

HB 1859 (Red Flag Gun Confiscation Orders) -- This bill would create Red Flag Gun Confiscation Orders, allowing “ex parte” star chamber proceedings where only one party presents evidence before a judge with no right to face the accuser until AFTER firearms are seized through an order by a pliant judge.

HB 1866 (Glock Switch Ban) -- Efforts to make “Glock switches” and other machine gun conversion devices triply illegal are nothing more than virtue-signaling. It will do absolutely nothing to prevent evil people from committing crimes since criminals ALREADY ignore the federal ban on these devices.
HB 837 was passed over in committee.

Republican Chairman Rob Kauffman (89) submitted an amendment that would have substituted Constitutional Carry for one of the anti-gun bills. Unfortunately, the amendment was defeated with all Democrats voting against it and all Republicans voting in favor of Constitutional Carry.

The four anti-gun bills will now be considered on the House floor, where they could be voted on as early as next week.

I have a problem with them all same as most I suspect. None will do anything to help make anyone any safer and most as stated already are in a law currently not being policed. As always they never seem to go after the root cause just attack the inanimate object or tool being used.

I really do not like this one as it is written as including 3D printed weapons and those without serial numbers. As I see it serial numbers were not needed on firearms till around the 60's. So are all those old guns being placed under this as well. It is a slippery slope depending on the wording of the actual bill.

“Undetectable” is a myth.
They’re using it as a synonym for “untraceable”… intentionally making it seem as if serial numbers and a manufacturer rollmark make guns detectable by metal detectors or X-ray scanners.
And none of it prevents crime…

if they want to get serious, make the following federal laws, state laws and make it no questions asked, mandatory sentences.

It is a federal felony punishable by 10 years in prison for any convicted felon to possess any handgun, rifle or shotgun.

Or for anyone to possess a stolen firearm.

Or for anyone to give a firearm to a juvenile for the purpose of committing a crime.

Or for anyone to possess a firearm with the intention of committing a crime.

Or for anyone to use a firearm in the commission of a crime.

Or for anyone to cross state lines with the intention to unlawfully obtain a firearm or to commit a crime.

All felonies punishable up to 10 years in prison.

Plea bargains for gun crimes must stop.
