I use 43.0gr. of IMR 4064, a R-P 9 1/2 LR primer, with a 150gr. Remington Core Lokt (older Core-Lokts) in Remington cases in my Remington 700. Might be a bit much for a Savage 99 but it's worked for me for years. Also, you may want to look into a small base sizer die if your 99's chamber is a bit big. Since you likely won't be able to find Rem. Core-Lokts any standard 150 gr. bullet would suffice such as the above mentioned Hornady or the Speer Hot Core. No need for a "super" bullet in the 300 Sav. if you're hunting whitetails in PA. Good luck with your loading... Oh, and buy a good reloading manual if you've never loaded before.

Again I'll say that most reloading dies come with a standard sizing die; including all those you mentioned. Not all levers or pumps need a small base sizer. Some use a small base sizer for brass used in 223 Rem/5.56 and .308 Win. in semi's to ensure proper chambering. I needed one for 300 Savage in using brass that was fired in a Sav. 99 and then sized for a 700 Remington. If you want/need a small base die you usually need to purchase it separately.
