I don't think I've ever seen a redtail that color.. It does resemble the immature eagle in my wifes bird book. This bird appeared to be bigger than the redtails I have seen. It was in a very rural wooded area of Laurel Ridge between Johnstown and Ligoner .
An eagle, even immature would have a yellow-to-yellowish beak, especially closer to the face that doesn't look to have any yellowish coloring to me. An immature eagle would also have tail feathers that leaned more towards the whiteish brown with dotting of whites. That tail looks very red to me. Red-tails have several different color phases as adults, not to mention the immature birds. I am quite confident that it is a red-tail.
