It requires background checks on all firearms purchases in PA!! Unfortunately, it is also supported by 2 turncoat republicans. Little by little they will attempt to erode the second amendment.
And if you read the memorandum by sponsoring Rep Steven Santarsiero below, you can tell he and his followers do not have a clue about the 48hr waiting period. If you're going to attempt to legislate away our 2nd amendment rights, you should at least have a grip on the 48hr waiting period issue.

His Memorandum:
Currently, the Crimes Code requires firearm sales be conducted in front of a licensed importer, manufacturer, dealer, or county sheriff. In addition, purchasers must adhere to a 48-hour waiting period that spans from the time of the application through the purchase and the delivery of a firearm; however, these provisions are only applicable to short-barreled firearms. My legislation would remove this applicability provision and require all firearm sales, regardless of the barrel length, be conducted in front of a licensed importer, manufacturer, dealer, or county sheriff, in addition to requiring 48-hour waiting period before delivering the firearm. Ultimately, this legislation would require background checks be conducted for each firearm purchase, which will ensure that individuals attempting to obtain a firearm are authorized to possess such weapons.
