Look into your local 4-H clubs... a fantastic organization that's worth supporting. They have screened and well-trained volunteer leaders, and all shooting sports leaders are trained by NRA-certified instructors. She'll get to train and communicate with other youth, and she would also have the opportunity to compete at a state level if she wished.
Plus, it's cheap... our local extension office here in 5A only asks $10 a year (mainly to cover books and supplies), and some clubs cover that for all members out of the treasury. Your only expense aside from that fee is transportation and ammo.
If Allegheny County doesn't have a shooting sports club, odds are a close neighboring county does. Give them a call, and see what you can find out.
