Gov. Tom Corbett, no fan of the Obama administration's health care reform law, decided to wait until after the general election to make decisions about an exchange, an affordable insurance clearinghouse for low- and moderate-income families and small businesses.

During a visit to the Lehigh Valley last month, Corbett said the election "obviously" was among the reasons Harrisburg hadn't made more progress on the exchange.
