I mounted a small scope on my neighbor's airgun. At 10 meters it shoots about 4 inches low. I couldn't crank up the elevation knob far enough so I took off the scope and placed some thin foil on the inside bottom of the front ring to rise the point of impact. Now it's grouping 6 inches low. Am I doing something wrong?

You need to shim up the "rear" base.

Quick fix is to shim up the rear base as said above. That is if the scope is new or was never used before on another gun.
If the scope was used and sighted in on another gun, you can try to center the cross hairs back to dead center and re-sight the airgun in. You might have lost a bunch of adjustment if the scope was sighted in on something else.

Is this a single piece ring set? Maybe you have the rear ring on the front of the scope. Check the height of the two rings. They may be different.

A air rifle will tear up a regular scope in short order the recoil is backwards
