I don't know about a Sharpie but you could try some of that red lens tape they sell at auto stores for repairing broken tail light lens.

When I first started I went to a local craft store and bought cellophane and taped it over the light. It was not as nearly effective as the LEDs in todays lights but it did its job.

Red sharpie works. Sometimes it takes 2-3 "coats". If you are using a non LED flashlight, the coloring will weaken after awhile.

Tailight tape sounds pretty good. even with a proper red cover on a spotlight its nothing like a red led.
