I don't think you can legally build a permanent blind on public ground. Probably figure on using a boat blind, or setting something up each time you hunt.
Why anyone would want to hunt the same spot time after time is beyond me. 1 or 2 shoots and you are pretty much done,especially with the warm weather we been having. We don't get many fresh birds. Like said get a portable or boat blind then you can follow the birds to a better spot.(all crap they are all landing over there
