...probably because the west side of state has better, more skilled, and proficient hunters than that of the eastern 2/3s of the state that are used to killing bucks from 1980 standards. I mean just look at the pictures in the book they use for examples...I can't remember the last time I saw a buck that small in the wild....We on the West side of the state have different rules with the 3 Up rule. That is definitely political. Just not sure which group had the pull to get that one thru. I say 3 points to a side, state wide.

..wasn't the expert PA bear guy...also the PA expert deer guy?.....asking for a friend.A cub is legal to shoot, as is a yearling deer, bears stay with mama 2 years, in that time, a fork horn buck is deemed as killable by an old man by some, while a bear that has not lived past his second year is somehow taboo to kill. Still trying to understand why it is ok to raise trophy bear but slaughter all deer with a rack.
