No, its a policeman on a scooter. From the photo I'm guessing England. The PD in New Orleans uses them too. They get used in big cities quite often. Usually for traffic control and parking enforcement.

You're kidding, right? If not, then I think the cop who called for the tow needed to use some discretion in this case. Common sense comes to mind.

If it was a dignitary of the town would the hearse still be towed? Not likely.


Like I said "common sense." You could also toss in some respect for the dead.
