My uncle gave me his flintlock I put the ramrod down the barrel and noticed it was still loaded according to the marks on the ramrod I bought a ball puller and pulled the ball out I have no clue how long its been loaded tried taking the ball puller and turning to loosen the powder but that didn't help any suggestions on getting the old powder out tried buy some 4f black powder yesterday all the stores are out

Did you look in the vent to see if there is powder? Could be a dry ball. Check under the liner and see if powder is present. Or push a pick or end of a paper clip in the vent to feel if there is powder.

If there is, water will soften up the powder. Remove the barrel from the stock. Take the vent liner off and put the breach in cool water. Let it sit a bit, then put a patch on a jag. When you push it up and down in the barrel, it will (should) draw the water in/out and break up and flush the powder.
