not sure what you want to spend but bearpaw outfitters in idaho has some great cougar hunts .... one other very good place is sawtooth wilderness outfitters in idaho.
First off you'll need 4000 per person for the hunts plus a lic and travel.....so figure another 1500 or so. If you want lots of dog action go dry ground although the success rate is lower then hunting on snow. If you go on snow lots of outfitters will ask you to be on call and this can get expensive with airfare. Do lots of research with outfitters because many of them do this just for extra money and aren't what I would call true houndsman.
Rafter B in Buffalo Wyoming is very good. i've gone with them, but it sold last year and the former owner Larry is now guiding and managing it for a while. With Larry as the ower it was great. hopefully it will just get better.
