Can't figure out where to put this, so I'll just leave this here, among the sharpest minds in all of HPA land.

Concealed carry permits in Maryland. For a new Maryland resident (former PA resident, former PA LTCF holder). Non-LEO, non-former-LEO. Would this everyday John Q. Public, with a clean background and having taking the prerequisite classes, reasonably expect to be issued a carry permit? Or do the permits only go to people who show necessary cause?

My understanding, based on misguided friends who have chosen to live there, is that you more or less have to have been killed by a criminal already before they'll consider giving you one.
