I personally would stay away from the Mini 14. They are neat, but not as accurate as an AR.

Check CDNN sports. They had new M&P 15's for 6-700.

minis can only use ruger mags. i dont like that. that is why i went to the gun shop and got a DPMS Sportical AR, and im not looking back. you can build a AR decently cheap.

my vote is AR, lots more possibilites!!!!!

I have a newer mini and with their open sights - I would say they are 1.5" guns at 100 yards. I am sure with some handloading trial and errors that could be reduced a little.

If I want a target gun - I would get an accurate bolt gun. For a fighting gun, that type of accuracy is fine. I know the Ruger will go bang every time the trigger is pulled, that is why I bought mine.
