SB 1166, which would grant PGC the ability to raise license fees (<span style="font-weight: bold">with</span> General Assembly oversight), might be in jeopardy?

Rep. Maloney - who is pushing his own HB 8023 to take away PGC's authority to manage wildlife - has introduced much of <span style="font-style: italic">that</span> bill as an amendment to SB 1166, which will probably stall passage of the PGC license fee increase legislation.

FYI: Maloney is going thru the House State Government Committee with HB 8023, rather than trying to get it thru the House Game and Fisheries Committee, as an end run attempt.

If you want continued funding for wildlife management, then please contact your Representatives to oppose Maloney's amendment attempts.

Both bills cleared House Game and Fisheries Committee and are now in the House. They may come up for a vote by next Tuesday?

Anyone that supports these bills and lives in Rep. Cutler's Lancaster Co. district, might want to let him know of their support.

The Game and Fisheries Committee.

Fewer people to win over, and generally more inclined to go along.

If it is approved, I see it as just more rope to hang themselves with.

Nope, bad guess based on bad info.

Any proposed license increase has to be advertised for 30 days and then considered in the General Assembly. If approved, it goes to the Governor for signature.

There is also a three year sunset provision.

And as has been the case, PGC is audited each year by the Legislative Budget and Finance Committee; US Fish and Wildlife (for proper use of P-R funding); Proposed PGC budgets must be approved by the Governor's office (even though they do not spend tax money) and so on.

PGC posts and allows 30 days for written comments. One public meeting.

Adopted final form regulation goes to both Game and Fisheries Committees of the House and Senate.

If both approve (time rules in effect) the fee change will be deemed approved ...and then it goes to the General Assembly (time rules in effect)...and then the Governor.

This bill forces action on the request within a specific time frame. It would be difficult for the General Assembly to override the Game & Fisheries approval.

The PGC wouldn't be pushing this bill unless it helped stack the deck for them...so to speak.

Yes...there is oversight.


The BOC is too wadded up within the personal politics...where to get the money from issues. Too much decision making around who's pocket to pick... and who to protect.

Easing up the process of getting fees approved only gives more power to this awful mess.

I wish they would adopt some sort of system by which fees are determined/ calculated. Something solid so that a person can look at the fees and come away with the understanding of why they are set... or about to be set where they are.

I believe if they did, they would obtain a greater approval % from the hunters themselves. Do they not understand that loyalty to the separate agency has to be nurtured? Shaming hunters into supporting the only separate game agency in the US, isn't going to work.

The BOC should be everyone's BOC. They need to lead absent the personal agendas.

I will say again...this legislation will give them more rope to hang themselves.

SB 1166 & SB 1168 will be caucused in the House today.  
Time's Running Out....Calls/Emails Needed Today & Tomorrow to Bring the Bills to the Floor for Final Vote!

Please contact your House of Representative member and urge them to vote favorably for Senate Bills 1166 and 1168.

These bills will ensure the Pennsylvania Game Commission and the Pennsylvania Fish & Boat Commission, our resource agencies, are properly funded for many years to come.

 

It has been too many years that these agencies have had to struggle through while losing resources every year.  This loss of revenue trickles down and results in cuts to all of the programs we expect.  The bills allow the agencies to set their own fees...but still maintains plenty of oversight by the legislature.

 

Please contact your Representative today and ask them to Vote YES for SB 1166 and SB 1168 without any additional amendments!

Our elected officials in this state should instead be working on pulling in out of control spending and unsustainable obligations before pursuing additional revenue streams. That would be too hard and cost them votes, though.

That would be a refreshing change. Too bad government is a monopoly and moving is the only way to "vote with your money."

Both bills were marked "over"in the House and no action will take place until they return on October 17.

Remaining session days are Oct 17,18,19,24,25,and 26

Nov 14 and 15.

Both license fee bills should be coming up in the next two days in the House. So if you support the concept of letting both wildlife agencies being able to set their license fees (for a 3 year period), please notify your Representatives.

The semi auto bill should also be moving.

And last but not least, that misquided attempt at snatching wildlife management away from PGC and handing it over to some committee - HB 2083, may also move in the House next week.

Ok Read the latest draft. Specific licenses are set and created in the bill- these look like new license types.

Hanna says there will be NO passage of any bill to let the GC be in charge of license increases in addition he is talking about combining the DCNR, GC and Fish Commission all to be under control of legiscritters. (apparently the legiscritters need to suckoff more royality money to balance the out of control spending.)
