You should contact the WCO of the area the land is at and ask them, they will be able to tell you the Correct answer, with what your saying, many would be taking a stab in the dark on answerer to your question by not knowing the property or Area it is in!
There are also some generally small Commonwealth owned properties owned by DEP where they have water treatment or other environmental projects, such as water treatment ponds, etc.
All of the ones I know of are open to hunting. I suspect all Commonwealth owed properties outside of safety zones, prisons, institutions, etc. are open to hunting unless otherwise posted or restricted for some reason.
