According to the local WCO I dealt with this past season, there is nothing he would be able to do in that situation. He said it would be impossible to prove that whatever that skinned animal is didn't die there naturally.
Even though it's still illegal to trap there whether you put the bait there or not, he to me there was nothing he could do.

I called about two skinned beaver carcasses, a dead wild turkey, and two dead cats being used as exposed bait. He wouldn't even come look at it.

17- your local needs another duty. Perhaps ringneck chores might suit him better. With answers you said he has given you, it would be difficult for me not to seek a superiors position on the violation. It's not like you don't know the law rite? We can complain about a wardens lack of knowledge or we can teach them.

When I'd like a definite answer from PGC, I call Harrisburg and talk to the attorney. I pin him down with precision questions and ask about his positivity on any given subject. I also tell them I am recording the call for record when we start the call. They record us so why not.

There are often long pauses in our discussions while they look up Regs. Press them as hard as you feel you would be, if caught in a violation.
