Another thing to keep in mind concerns guiding on what the USCG considers "navigable waters". Anyone guiding or transporting people for hire in a boat on navigable waters must have a Merchant Mariners "Captain's License". Lake Erie, Presque Isle Bay and several rivers in PA fall under that definition.
Your best bet is to contact the Coast Guard and ask them. They can explain the regs much better than anyone here.
To add to what John said you will also need to be enrolled in a random drug testing program, carry Type 1 lifejackets complete with whistles and lights and carry a minimum of 1 million dollar liability insurance. If you think the PGC has a bunch of red tape when it comes to regs you ain't seen nuthin till you've dealt with the Coasties!
