Can you guide on State Game lands or even just public land? What is the regulation for private land that is not posted? This is not for me, I know somebody that is doing this and was just curious.

You can not do any type of commercial activity on game lands, even guiding. As far as private lands, you would have to have permission from the landowner to hunt whether guiding or not.

Another thing to keep in mind concerns guiding on what the USCG considers "navigable waters". Anyone guiding or transporting people for hire in a boat on navigable waters must have a Merchant Mariners "Captain's License". Lake Erie, Presque Isle Bay and several rivers in PA fall under that definition.

The fish commission requires a charter boat permit for those who take passengers for hire by boat. Need insurance, first aid certification and other things.

Your best bet is to contact the Coast Guard and ask them. They can explain the regs much better than anyone here.
To add to what John said you will also need to be enrolled in a random drug testing program, carry Type 1 lifejackets complete with whistles and lights and carry a minimum of 1 million dollar liability insurance. If you think the PGC has a bunch of red tape when it comes to regs you ain't seen nuthin till you've dealt with the Coasties!
