Not necessarily. The vast majority of AR's in the US are semi, even for law enforcement. Usually, the select fire ones are for regular military. It depends on who they are actually for. The only difference between the 2 are the sear and a block in the lower receiver. The point is, it's ok for the gov't to have them but not citizenry.
Also, DiFi's bill specially exempts law enforcement and gov't. Just like Obamacare, the taxpayer sloths can pay the fines, and have the poor care, but the gov't officials are exempt. Same for gun bans. It's the classic, "do as I say, but not as I do."
