I have to ask this just for the general knowledge.

I hunt on property that is Federal Flood control land. Of course, this is open to the public for anyone to hunt. Now, there are access roads to get to certain points to park, then there are additional roads that can take a person "deeper" to areas that one could also park.

Now, a reasonable person would not park if a torrent of rain were say...in it's third day as perhaps only scuba divers could access your vehicle. But I leave that up to the "Darwin Theroy."

But, my question is.....what "Authority" gives the PGC the power to post signs that state "No Vehicles Beyond This Point" when it's Federal Land?

Sec. 323. Cooperative agreements.
The commission may enter into cooperative agreements with any government agency, individual, corporation or educational or research institution to further the programs of the commission.

One of the reasons that much of that land is open is because under an agreement, the PGC can enforce keeping ATVs and 4x4 vehicles off the land and roads.
