Only PA youth days, if I was reading it correct this year. Most surrounding states had the ability to change that to include 16 year olds in their waterfowl youth days, and I don't think PA did. No time to look up now, but will later. But as of last year, that was correct, 12-15 only.

This from the Maryland website:

Junior Waterfowl Hunt days— November 5, 2016 and February 11, 2017

Hunters 16 years of age or younger may participate in the Junior Waterfowl Hunt Days if the individual possesses a valid hunting license or is exempt from Maryland hunting license requirements. The individual must possess the printed receipt showing proof of purchase of the Maryland Migratory Game Bird Stamp

PA book still has the ages listed as 12-15 for this year.
