Listening/watching PCN , believe I just heard that Gov. Wolf 's budget had DCNR budget cut 50% for 2017/18.

Another caller wants smaller DCNR land that is land locked by private owners should be sold so it can be returned to the tax rolls. If it's land locked no one should want it anyway so the only possible owners would be a "neighbor" and I'm sure they won't pay top dollar for it.

A good reason for the "legiscritters" to merge the DCNR and the PaGC, so they can raise more money to waste.

I read an article on the cuts under the Wolfe budget proposal. DCNR was listed as one of the agencies who's funding would be cut from the general fund but would be funded instead by the Marcellus Severance Tax. Sounds like another attempt by Wolfe to tax the gas industry but if that fails he will be just as happy to pass the tax increase onto us.

lots of states have an excise tax on marcellus shale and they are doing good. i think they have to have a stipulation if they drill a well it has to be active and producing with in a certain time frame. dont drill a well and leave the landowner on hold waiting years for their royalty payments.

also have to find something to do with the waste water beside injecting it back into the ground. lot of studies that show it causes Tremors and small quakes.

if they implement an excise tax they could really fund the DCNR and possibly donate some to the PGC too.

By Wolf's own estimation a severance tax would bring in less than $300 million. Certainly not enough to fund DCNR with money left over for the PGC. If there is a severance tax, the impact fee goes away. There was a nice chunk of that money going to state programs that will have to be made up. Also remember money from the impact fee goes into every county budget, something that will also need to be made up with a severance tax.

Also keep in mind gas prices fluctuate, so when they are up the money from a severance tax will be up. Now we all know the clowns in Harrisburg like to spend every last penny they can get their hands on. So, when the price of NG drops and the severance tax collected also goes down, how do we make up for that lost revenue? Which tax gets increased so the "drunken sailors" can keep on spending?

Most states have a only a Severance tax in place. Why does Gov. Wolf need to add a Severance tax to the Impact Fee (TAX) ? Is the reason he/Government would have more money to use/waste ? Any Severance tax will go to the states' General fund for the legiscritters to use, the Impact Fee which is used by our local government, may go away or it could also go to the general fund with some coming back to the local area instead of ALL of it local.

If a severance tax is passed, the impact fee goes away it was written that way in the legislation that passed for the impact fee. Wolf could care less about the areas benefiting from the impact free, they arent part of his voting base. With the severance tax, he and the greedy legislators can happily spend all that money.
