I have some seedlings I started a couple years ago just in a little patch of dirt I worked up in the back yard. They are small......12"-15" or less, but they are leafing out.
Is it too late to dig and transplant this spring ??
IMO, too late. Move them in February. Get as much root, as deep as you can dig. Late Dec or early Jan you can dig them also as long as we have had a couple freezes.
IMO, I would move them ASAP. The longer you leave them where they are, the deeper the tap root will go. It will be harder to dig them out without destroying the tap root if you wait too long. If you move them now, keep them watered and mulched.
