The same reason you can't use a semi-auto handgun as a single shot to hunt deer.

PGC regs alternately specify that semi-auto rifles/pistols are banned for certain hunting situations (with one exception), or that only manually operated firearms are legal for certain situations.

Semi auto shotguns are legal for small game, turkeys and waterfowl, etc.

Any semi-auto would have to be rendered incapable of ejecting a spent cartridge by "automatic" action of the bolt and loading another cartridge...whether only one cartridge had been loaded, or not.
