Looking at the chart, one can easily see that 1B and 2F have the most landowners who get landowner tags. Wonder why that is. Are there more landowners in those two units?

Landowners have to pay the same price as anyone else. It is just that they get first chance at them. Since 1B and 2F are among the first to sell out more of the land owners in those units take advantage of the early application process. In most of the other units there is no need for a land owner to apply early so they just wait and get them at the same time everyone else is applying.

Over 444,000 sold to date. Pretty hard to believe they sold that many in 14 days?

Yep. 444,000 people who can follow directions and mail in a timely fashion have been issued licenses so far. And the 25 who can't are the ones causing the clamor about how bad, outdated, slow, unfair and antiquated the system is.
