I'm sure they just blamed the deaths on lead ingestion.
I'm sure they didn't since they test for lead levels in dead eagles. It seems they ruled lead out quickly and knew this was something else entirely. They were perplexed and were actively trying to figure it out.

Exactly!

When they do the necropsy they test for lead in the toxicology examine so they know if it died as a result of lead or some other cause.

If they couldn't determine the cause of death the reports indicated it was an unknown cause of mortality. Now with this break through on identifying a new cause of mortality some of those previous unknowns might have a cause associated with them.
