Can you shoot 44 special out of a 44 mag rifle such as a winchester 94 lever gun? I know you can out of revolvers, wasn't sure about rifle with the chamber length and cycling the action.

Yes, you can safely shoot .44 Specials. They should also cycle fine. Be aware that doing so with lead bullets will create leading in the chamber because of the shorter length of the .44 Special case. If not thoroughly removed the leading will cause a problem if left to buildup.

You should vigorously work the action in any 94 when chambering cartridges. Not doing so may cause short cycling, resulting in the cartridge failing to chamber. This goes for all 94s, not just .44 magnums....
