whats the best way to report poachers

to make a long story short i am hunting on private property that boarders Daniel Boone homestead about 2:30 ish i saw 2 guys dressed in all brown and face paint both with guns and no orange and no back tags, they walked down the service road that runs in between the property i am on an dbh they walked right on to homestead property an disappeared. my battery on my phone was dead so calling right then wasnt possible.
second problem is the same property with another neighbor has about a half dozen pvc pipes with a wedge cut out and filled with acorns he is also getting fruit and throwing it around combined with about 6 salt licks....

The Regional Office in Reading. Call them, tell them what township the violation is in, and county, and they will have the proper WCO call you.

Pretty [censored] on the opening day. Is the other neighbor hunting the PVC pipes? Be careful you don't get accused of hunting baited land.
yea they have a whole setup going with at least a half dozen hunting stations set up. the guy has around 10 acre keyhold in the property i am on witch is about 65 acre. my 2 spots are on the complete other side an it would be impossible for me to benefit from his baiting....

I make sure I have a fully charged phone and the PGC regional office number in my phone for these reasons. I've called a few times in the past for violations. In one instance I gave up my hunting to call because things like this really bother me :)
