Vet trapper's thoughts on the legality of Coon pre

As the subject states, in PA is pre-season raccoon baiting legal? If not, what regs support your thought. If so, please elaborate why you believe it is so.

This is from a few years past.
I like to do some pre season baiting with a trail camera. This grey fox was caught with the trail camera in October and later caught in November. I actually caught 2 grey fox in this location that season.

Pulled my card from my camera at my feeder yesterday. Before pulling it, my viewer showed 33 photos, quickly flipping through them, I saw two big coon. After pulling the card, I placed it in my pocket, and on the way to the truck I somehow lost the card. Need to go back with my daughter's metal detector and see if air can find it.

You can bait for any furbearer, as long as you aren't hunting over it for them(except for coyotes).

Roadkill deer: negative on legality

Dead cattle: absolutely legal, so long as you have permission from the landowner to put it there, and it isn't on SGL's.

How far away do Cable Restraints (CR) have to be from visible bait?
I didn't know we could set any trap on/near exposed bait.

Off Topic-
Several years ago, Pa. law makers legalize year round, 'baiting for Coyote', <span style="font-style: italic">hunting only</span>.
In turn, Now these same fat a$$, lazy law makers can go to their cabins and hunt 'Coyote bait piles' during Bear Season.
Just doesn't make sense to me...
