I like PA's retail theft law. 4th offense, regardless of amount property is worth is a felony. Had a dirtbag living up the road, who felt it was ok to fill the tank on his harley and then take off. Well over 20 some years, he was caught 3 times. He made one more mistake. $5.00 in gas he "forgot" to pay for became a felony. He was clearly caught on the video at the station. Upon conviction, he was fired from his job. Listened to him go on and on about how his left went to crap over $5.00 worth of gas. When he was done trying to get sympathy from those listening, I asked, "Isn't it true that retail theft like that is a felony only when you had three prior retail theft convictions?" Suddenly none of the listeners were sympathetic.
