I just bought a raft and was wondering how placement on the water goes with them can you just go out on a lake with it or do you need a special type of permit to take it out??

Pretty much need a permit.. http://fishandboat.com/faqregt.htm.. I'm guessing unpowered unless you put a motor on it.
Also...On Fish & Boat Commission lakes, inflatable boats must be seven or more feet in length, be constructed of durable corded fabric reinforced with cloth and coated and have at least two separate buoyancy chambers, excluding inflatable flooring or bottom. (fishing handbook property rules)
