Outboard testing

Can anyone tell me how to test/troubleshoot an outboard for the basics? Its on the donated boat we are refurbishing. The boat interior is gutted, but the controls and motor all look good, I need to see if the motor will run. Can I just hook up a battery, slap on the earmuff and try it, or do the controls need to be mounted and grounded? The motor is a Chrysler 70.

Thanks for the link! They had a thread troubleshooting this exact motor, plus a source for Chrysler parts. For anybody else who may need hard to find parts for these, the place is Franz Marine.com
