Title Trailer in PA

I bought a boat and trailer off Ebay from a Charitable Organization. The boat was only registered not titled so I had no trouble transferring boat but the trailer of course was titled so it could be tagged. The problem being when I got the paperwork from the person who donated the boat and trailer the trailer title was signed but not notarized.[This is my first boat so I didn't know to check to see if it was notarized]. I went to transfer the trailer and was told cannot transfer unless it it notarized. I contacted the person who donated the boat and was told "I donated the boat and want no more to do with it so that is your problem". I contacted the Charitable Organization and was told I should have made sure it was notarized before I took possession of the boat and trailer and that there is nothing they can or would do to help. I contacted several notaries and all tell me the same thing that they cannot do anything unless the person who donated the boat would come in and show is photo ID or drivers license which he refuses to do and he also lives almost 5 hours away from where I do. I have a picture of the boat and trailer at the person's house that donated it, the complete sales invoice with a picture of the boat and trailer, a picture of the boat and trailer at my house as well as the signed old registration and signed title but no way of transferring it. Can anyone help me find a way to get the trailer transferred? I am on a fixed income and cannot afford to buy another trailer and don't want to have to scrap the boat and trailer. Thank you

heck, your problem is easy. My title and registration were lost in a fire. The VIN tag numbers on the stupid foil sticker were wore off from road grit, so the MORON's in Harrisburg will not give me a new title or registration. I even have the registration tag that was on the trailer which expired four years before the fire. Morons in Harrisburg tell me they can't look up the tag to see title number etc. Tried to get a duplicate VIn tag, had state police officer certify that the VIN numbers are wore off. But Morons will not give a new VIN tag unless I can produce a title. I found serial numbers of the axles and called the axle company, no longer have records on a 2003 trailer. Called the manufacturer, they never kept records of what axles went on what trailers. So I have a stock trailer the MORONs will not let me get a title or VIN tag for. The place I bought the trailer from, has the record of selling the trailer to me, but their records clerk screwed up when she wrote down the information in their log book. In fact, she wrote down too many numbers in the vin number. It makes no sense to me that Penn Dot cannot look up their own tag . The State Trooper called the MORONS for me and could not get anywhere.

Its unfortunate that you live in a state that complicates the uncomplicated.
And even worse they attempt to do it with mental midgets.
Not all states even require titling of small trailers.
Just walk in the county tag office with a bill of sale or paperwork from the manufacturer and walk out with a tag.
You could look into a self manufactured trailer tag, as some people do in fact build/rebuild trailers and get tags for them.

Know anyone in New Jersey...they will title abandoned trailers as 'home made' and give you a serial number and a title.

Get your friend to title it and sell it back to you, wink, wink, nudge, nudge,
