I'd say many variables is an understatement. PA is one of the least camping and lease joining state of non owners. If you don't own it there is little advantage, for many, in joining or having an outsider joining.
That's caused by how much free land that is available for hunting. There are 1.5 million acres of PGC gamelands, 2.2 million acres of forest land and additional acres of huntable parks.
Costs would increase the closer the camp is to big city areas like Pittsburgh and Philadelphia. That comes down to supply and demand. In areas of PA's much free land the prices would be reduced. If you join only to hunt in most areas of PA, prices would be low. Cheaper than staying at a local small motel for a week, especially if you don't hunt the camp land.
In some states where there is relatively little public land, hunting leases are getting a price over $1000 a year. Everything is relative. And that's my opinion.
