Question on culling

Can anyone tell me for sure, when a "cull" is ordered in an area, ( airport, park,etc ) do the people shooting the deer all work for the USDA? OR Do they allow private contractors to bid? I am talking in Pa specific. Also, is it the USDA directly in charge, or does it include DCNR,PGC, etc ? I understand in the south culling is big business with private companies, just wonder about here at home.

All airport work is done by the USDA.

When you are up to your butt in alligators, it is hard to remember your intent was to drain the swamp. Stay focused!

I think much of it is done by the USDA, and is controlled by them. They do need permits for it tho, IIRC.
