The bill is mostly a creation of Corbett and Scarnati. The main purpose of it is to prohibit county or local governments from enacting any kind of laws dealing with gas drilling.
Unless they changed it, and I don't have time to read it right now, it completely cuts out environmental and conservation programs from getting any of the $$$.
On the good news front, no new state forest leasing was proposed yesterday.
However, Corbett wants to cut DCNR funding drastically, targeting land conservation and recreation programs the hardest. Also getting the axe are forest restoration programs.

I will admit I got a little dizzy reading it lol.
Doesn't sound like a good deal for for the PA outdoors person. It is more of a payoff to counties and municipalities to get them to stay out of regulation and enforcement of drilling issues.
The voting was pretty close. Maybe the law can be changed in a few years ? How does that work?
