Re: Menagerie Bill passes full house- off to Senate

I have no problem with protecting the public from DANGEROUS animals. But really, the legiscritters had better review it again. The bill still requires the PGC to keep track of those who sell Hamsters. (Hamsters are not part of the exempted family Muridae but are in the family Cricetidae)

And I can see a problem in the language that covers hybrids with "similar characteristics". At what point does a hybrid no longer have similar characteristics. Is an animal that is 1/16 wolf and 15/16 Shepard still a hybrid with similar characteristics? I can see a nightmare for the PGC trying to figure that one.

Didn't seem to present much of a problem last year, when Mohr tried to illegally import wolf pups into PA and got caught?

Re: Menagerie Bill passes full house- off to Senate

Lets say just for kicks and giggles, a guy uses AI to impregnate a she wolf with sperm from his Dachshund. (sort of like the Rottweiler/Chihuahua pups in Florida) similar appearance?, similar characteristics? How is it measured? Is a Vlciak a wolf hybrid, with similar appearance and characteristics or a separate breed recognized by some kennel associations?

I take notice that the bill no longer expressly mentions Dingos as a regulated wild animal. There are probably ten thousand Australian Cattle Dogs in this state, all descended from dingo hybrids in the 1940's. Can you imagine the headaches of the PGC trying to require permits for 10,000 dingo hybrid owners?

Really, can you think of any reason why pet stores should be required to have PGC permits to sell hamsters?

Because the Pa law is modeled on the federal law.

The USDA licenses pet stores.

Mr. Leno is welcome to poke fun, but when he opens his petstore and then decides to sell or broker any animals that are under Federal protection (such as non-human primates) he will find that upon obtaining his license from USDA he will then be required to keep records on all the animals he offers for sale. On demand, (Usually when renewing said license, but possible at any time), he will be required to turn these records over to USDA. The records will list the names and addresses of the petstore owner's sources for all animals bought and sold (mice excluded, but hamsters and other rodents included). The records will also list the names and addresses of the people who purchased said animals.
Lol, when Mr.Leno realizes that the Fed license is putting him in the position of having to ask and record the names of his customers who buy hamsters, G. pigs, rabbits, etc, he'll realize as most store owners do that when a customer asks "Why do you need that information?" and he replies "For the Federal Government" people will run out the door as though the building was on fire.
That's the practical side, for specifics contact U.S. Department of Agriculture and they will send an info packet the size of the Philly phone book with all the particulars.
By the way, the requirements that must be met to buy/sell/broker non-human primates are far harder to meet than are those to acquire and raise children.

Re: Menagerie Bill passes full house- off to Senate

It is a regulation under APHIS, the same crap like NAIS that requires farmers to have all farm animals tagged and ID'd..

The PGC doesn't have the resources to cite trespassing hunters. under this bill they would have to license folks who sell hamsters. Should the PGC really be in the regulation of run of the mill pets?

One of our local townships forbids the ownership of certain reptiles unless the owner has a permit from the PGC, Which doesn't have jurisdiction over turtles, etc.

Do you really think the PGC should be regulating folks who sell hamsters?
