Mr. Leno is welcome to poke fun, but when he opens his petstore and then decides to sell or broker any animals that are under Federal protection (such as non-human primates) he will find that upon obtaining his license from USDA he will then be required to keep records on all the animals he offers for sale. On demand, (Usually when renewing said license, but possible at any time), he will be required to turn these records over to USDA. The records will list the names and addresses of the petstore owner's sources for all animals bought and sold (mice excluded, but hamsters and other rodents included). The records will also list the names and addresses of the people who purchased said animals.
Lol, when Mr.Leno realizes that the Fed license is putting him in the position of having to ask and record the names of his customers who buy hamsters, G. pigs, rabbits, etc, he'll realize as most store owners do that when a customer asks "Why do you need that information?" and he replies "For the Federal Government" people will run out the door as though the building was on fire.
That's the practical side, for specifics contact U.S. Department of Agriculture and they will send an info packet the size of the Philly phone book with all the particulars.
By the way, the requirements that must be met to buy/sell/broker non-human primates are far harder to meet than are those to acquire and raise children.
