I'd bet you change your mind when a group of PETA members buy their passes and walk around "birdwatching" while you're hunting pheasants or deer. As it stands now, they can be cited for hunter harassment. If they paid for the land use, then they would be completely within their rights.

I know it doesn't seem fair, but I think it's in our best interest to keep paying the bills ourselves and simply sharing with the general public.

If you're having trouble hunting for deer,

wish you were smarter.

There's nothing stopping Peta members from walking around on the SGLs during deer season now if they want to

Unless I misunderstand something, I'm under the impression that they could be cited if they are interfering with your hunt. If they are paying, then I would think they would actually have the same RIGHT to interfere with your hunt as you would have to be hunting. If that's not true, then it might not be a bad idea. I'd never have faith in the courts to decide in hunters favor if the law is anything but crystal clear as to who's rights would have preference.

I am sure Virginia took that into consideration let's stand back and see how it works for them.

I'm currently in Virginia and I think its a good idea to charge a fee to folks using the WMUs. Some of the WMUs I've visited over the years take a lot of work and money just to maintain. I think $23 is a bit excessive for the annual permit though. $5 or $10 would be more appropriate. The feds currentlky charge us $4 for an annual permit to use the national forest lands. Most people can afford this amount but I suspect lots of people will pass on the $23 annual permit for the WMUs.
