BOARD APPROVES POLICY MANUAL

HARRISBURG – On Tuesday, Dec. 20, the Pennsylvania Board of Game Commissioners approved a policy manual for the Board. The vote was six in favor, one opposed and one abstention.


Those voting in favor were: Board President Ronald Weaner, Board Vice-President Ralph Martone, Board Secretary David Putnam, Commissioner Tom Boop, Commissioner Jay Delaney and Commissioner Robert Schlemmer. Commissioner Greg Isabella voted no, and Commissioner David Schreffler abstained.


“These policies will be directed toward maintaining a balance between the critical factors that influence the health and natural function of the Commonwealth’s various wildlife habitats and hunting and wildlife related outdoor opportunities,” according to the policy manual.

Info below is from page 21 of the Policy Manual.

Maybe somebody can explain the difference between items 3 and 7, and 5 and 9.

"COMMONWEALTH OF PENNSYLVANIA
Game Commission
Resolutions and Policies Passed by the Board
1. The Board of Commissioners approves the Pheasant Management Plan.
2. The Commission shall have a long-term outlook with respect to leasing or sale of oil, gas and minerals. Resources should be developed over generations and not used to balance short-term budgets. Full text included in the appendix.
3. The Commissioners shall review and accept new species management plans. Full text included in the appendix.
4. The Board of Commissioners supports the passage of legislation giving the authority to regulate the use of blood tracking dogs for recovering wounded or lost wildlife to the Commission. Full text included in the appendix.
5. The Board of Commissioners supports legislation to provide for the transfer of antlerless deer tags to mentored hunters.
6. The Board of Commissioners directs the PGC to release the annual deer population estimates by WMU.
7. The Commissioners shall review and accept new species management plans. Full text included in the appendix.
8. The Board of Commissioners supports the passage of legislation giving the authority to regulate Sunday hunting to the Commission. Full text included in the appendix.
9. The Board of Commissioners supports the passage of legislation giving the authority provide for transferring tags to mentored youth to the Commission. Full text included in the appendix."

Also, from page 23 "THE DEER MANAGEMENT PROGRAM OF THE PENNSYLVANIA GAME 11 COMMISSION, A Comprehensive Review and Evaluation."

What is the GAME 11 COMMISSION?

This section is historical listing of resolutions and policies passed. In this instance, they supported the tag transfer twice, and accepted wildlife plans at least twice.

Need to look at the other item, but it looks like sentence numbering of some sort.

So why couldn't this have been done at a regular quarterly meeting?

I support all hunters, regardless of weapon or technique!

Reason given: Jan. meeting is always pretty busy and long. Decided to get it done, now.

Kind of a lame excuse....if you went for a drink a water you would have missed the special meeting as it streamed. Isabella was the smart one and did it over the phone....saved the gas.

Be more useful to compare it to the previous version, actually?

I see statements, then subsequent text that may or may not be in contradiction, but I've only read it once, so far.
