Re: HB 2102 WCO Retirement

The request for co-sponsorship memo circulated by Rep Staback.

This explains the bill pretty well.

All House Members;

ln the near future, I plan to introduce legislation that will amend the Title 71 (State Government) to include officers of the Pennsylvania Game Commission within the
definition of enforcement officers. Similar legislation has passed the House in previous' years including House Bill 603 from the 2005-06 legislative session.

Under current law, game wardens and wildlife conservation officers are not included within Title 71's definition of an enforcement officer. Thus, they are not offered the
55/25 retirement provision Jhat exists for all other law enforcement officers, although their pension contribution is equal to those officers of other state agencies. This
legislation fixes that discrepancy.

These men and women have Title 18 and Title 34 enforcement powers and face the hazards that accompany such duties, including threats to their lives.Dog catchers in Pennsyivania have a much better retirement than WCO's.

The Game Commission has been seeking this recognition of their law enforcement personnel for many years. I agree.

Why are they excluding the deputies, they share the same risk as the regular officers, or dont they.

Deputies are unpaid.

They recieve a stripend for servive. A very low stripend.

Deputies are not employes, they are volunteers and do not have a retirement.

I support this only to correct an the inequality issue.

I do not support any government employees getting full pensions with only 25 years of service tho.

Depends on what a "full pension" is.. Most retirement programs base a pension (annuity) on years of service. What is a full pension? 30% of high three year average salary? 50%? More? Can a WCO work longer than 25 years and earn more in a pension?

I certainly support equal treatment for WCO's in PA. It has been an egregious inequality for a long time. Sometimes I would like to just slap some of our elected representatives in the face..

Best regards, Glenn

Re: HB 2102 WCO Retirement

They don't get a full pension with 25 years of service, they just wouldn't get penalized for retiring before 35 years or service or age 60. The bill would save money because those who chose to go at 25 years would get less of pension than if they worked until superannuation.
