INTRODUCED BY BROWNE, TARTAGLIONE, FONTANA, KITCHEN, BOSCOLA, FERLO, COSTA, GREENLEAF, HUGHES, LEACH, WILLIAMS, FARNESE, PIPPY, ALLOWAY, WASHINGTON, DINNIMAN, STACK AND MENSCH, FEBRUARY 23, 2011


AN ACT



1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania

2 Consolidated Statutes, further providing for cruelty to

3 animals.

4 The General Assembly of the Commonwealth of Pennsylvania

5 hereby enacts as follows:

6 Section 1. Section 5511(q) of Title 18 of the Pennsylvania

7 Consolidated Statutes is amended by adding definitions and the

8 section is amended by adding a subsection to read:

9 5511. Cruelty to animals.

10 * * *

11 (c.1) Use of live animals or fowl for targets at trap shoot

12 or block shoot prohibited.--

13 (1) A person commits a summary offense if that person

14 willfully organizes, operates or conducts a trap shoot or

15 block shoot in which live animals or fowl are used as

16 targets.

17 (2) Nothing in this subsection shall be construed to







1 apply to any activity which is authorized or permitted under

2 34 Pa.C.S. (relating to game) or a special permit under 58

3 Pa. Code Ch. 147 (relating to special permits).

5 (q) Definitions.--As used in this section, the following

6 words and phrases shall have the meanings given to them in this

7 subsection:

9 "Fowl." A bird, except game birds as defined and regulated

10 under 34 Pa.C.S. 102 (relating to definitions).

11 * * *

12 "Trap shoot" or "block shoot." An event during which

13 participants shoot or attempt to shoot targets that are:

14 (1) launched or otherwise immediately presented to the

15 shooter with electronic or mechanical assistance from a fixed

16 location or locations within a predefined shooting field; or

17 (2) affixed to a rope, chain or other tethering device

18 when presented to the shooter.

20 Section 2. This act shall take effect in 60 days.

+1. No Thanks. Once this is illegal, they move to doves, pheasant, turkey, porcupine, groundhogs, archery, ... and I'd rather they spend their time here than taking the next step.

While these types of hunts are not my thing this is certainly the wrong thing for hunters to support. My stance has always been we need to police our own ranks by not doing things perceived as "cruelty to Animals" to the non-hunting public. This is a dangerous road to travel.

Wow, talk about being unconscious. One of the most inane and acting against self interest posts I have ever seen. Gals post mwas right on the mark and on topic. Do you think the bill was concieved out of a legislators mind, it was concieved by the HSUS. You really need to get out more. They paid a visit to my state representative a while back, he ask me what my position was on the issue, He will not be voting for the bill.




When you are up to your butt in alligators, it is hard to remember your intent was to drain the swamp. Stay focused!

It's not eliminating anything.. They will still be against hunting no matter what. If someone wants to raise a bird, release it and shoot it, that's their business, no different than raising cattle for beef.

Putting it in to law is not a good thing.

1. They will claim this as victory even if they are not responsible but you can bet they will be all over this one.

2. They can use this as a foundation to grow on and paint hunters in a bad light.

3. Once a law is in it's difficult to get it overturned.

Did you read the bill..

and

This specifically deals with trap and block shoots. Nothing else.
