Rockfish Rod and Reels

Hey all, I'm looking for opinions on type and size of reel and rod for fishing for stipers down on a river on the eastern shore. This reel would be for throwing soft plastics or topwater mostly. So far we have gotten into fish in the 15-28 inch range just casting from a dock. We hope to have a boat for next year. Hope this is enough info thanks for the help, I'm a total newb to this stuff, I'm used to fishing for 6 inch brookies on a 3 foot wide stream!

I use a 9 ft medium action with 20 lb test loaded on a Penn. I use this setup in the surf and it works well for me.
