I realize that each part of the country has our evils with mother nature, from wild fires to floods, blizzards to hurricanes.....but I just can't imagine going into my basement for cover......and coming out 15 minutes later to see the whole town gone.......

Actually, 15 minutes is a lot of warning for a tornado, especially when people knew they could happen with current weather pattern.
Sadly, 15 minutes is not enough to do anything of substance with schools or other largely populated buildings.
A sad situation for sure.......
