Plumbing Question = Pressure Relief Valve

I have a Watts 335 Pressure Relief Valve (30Psig.)on the water jacket of my gas furnace. The pressure relief valve is leaking water and the furnace is not turned on. The leak is coming out of the discharge side of the regulater valve. It is leaking at the rate of 2.5 gallons per week.
I assume that I have to replace the valve but I dont know why it is leaking when the furnace is not turned on?? There is an expansion tank in the line for the water make up. Did anyone ever experience this? Do I just replace the valve or is there another problem??
Thanks for any input or suggestions.

Check to make sure the expansion tank is O.K., it should have a "bicycle" valve on the tank, take a pressure reading with an air gague, no pressure or very low pressure = bad tank.

I had the same problem and had to replace the expansion tank and the pressure relief valve.

For those who fought for it, Life has a flavor the protected will never know.
