Penn State could incur steep federal penalty

The DOE is seeking school records from 1998 to 2011, a 14-year span in which Sandusky, a former assistant football coach, sexually abused boys on and off campus amid what investigators say was a cover-up by the university to shield its reputation.

I'm a little foggy on the Clery Act. Does the school have to issue warning to students on every, single crime? For example, if a student gets arrested for underage drinking, do they need to issue a warning? Or just on crimes that could be potentially dangerous to others?

The article says that the "Clery Act, which requires colleges to collect and report daily and annual crime statistics and issue timely warnings to students and others."

Who are they required to report their daily crime stats to? The Board of Education, the public, the local crime watch section of the newspaper?
