Is a 20" barrel legal

A buddy has a full choke 12 gauge holds a very good pattern out to 40 yards I want to hunt coyotes in the thicket. I always thought 18" was the minimum. Is that correct? It is plugged to 3 shell limit.

It is 18".

They just keep most at 18 1/2" to be sure they are well with in legal limits
