The ATF didn't shut the production down, they merely suggested some changes which Taurus decided to implement before production.

My current understanding is that the product is on perminent hold after the ATF told them it would be an NFA firearm. Either an "Any other Weapon" or a "Destructive Device"

If it has a smooth bore, it would definetly be an NFA firearm. The .410s get away with it by having a rifled barrel. But if you rifled one of these, I bet the spread on shot would be so big, it would be a danger to the public after 15 yards!

the 41os spread pretty far to my dad has one,i guess it depends on how tight the rifling is,that would determine how bad the shot spreads

Feel free to send it to me in Brookville. I have a 28ga single shot shotgun that I just love to use on upland game and birds.
