Stocking public streams with trout

I've been looking on the fish commission website and couldn't find information on this. Is it legal for an individual or group to stock trout in a public stream in PA? I know clubs do this but didn't know if the fish have to come from an approved hatchery or if there's any more to it than that.

For several years, I ran a kid's trout tournament for the sportsman's club I belong to. It was pretty simple, download the permit paperwork from the PFBC website, fill it in and submit it to your local WCO for approval. Once approved, as well as being approved by the local township for hosting an event, we were good to go. My local WCO is the person I contacted initially and was very helpful in guiding me through the process. With that said, I would suggest contacting your local WCO, I am sure they will provide you with everything you need to know.
